This patch updates the blacklists.

It also fixes some bugs introduced in the 4.2.0 patch for the content filter restore feature.

The CA Certificates are also updated in this patch, they are necessary to be up to date for the Man In the Middle Filtering to work correctly.

A reboot is not required.
